not consider those opinions

or decisions as

relieving you

of responsibility for

any

expenditure that may

irregularly

or unnecessarily

authorized without awaiting the previous sanction of His Excellency's Govt.

And I must add, that

the mere

fact of a Public

Work being necessary

does

not constitute a justification

for its commencement

without that previous

sanction, unless it can

also be shown that the

necessity

was

of so urgent a nature,

as to render the immediate execution of the Work indispensable, and that it could not have been

foreseen

in sufficient Time to admit of previous reference to

Country
